The Miami-Dade Global Virtual Learning Initiative

Executive Summary

Miami-Dade County Public Schools (M-DCPS) has long been recognized as one of America's premier public school systems. As education increasingly becomes global, our district has an opportunity to become an international leader in online K-12 education while creating a new revenue stream that supports local students, teachers, and schools.

This proposal recommends establishing the Miami-Dade Global Virtual Learning Initiative, an international online education program providing high-quality instruction to students outside the United States through strategic partnerships with governments and international organizations. The initial focus would be the continent of Africa, where significant investments are already being made to expand educational access through digital learning.

Background

As Chairman of the Board of Trustees of Florida Memorial University, Dr. Jennings has participated in the development of asynchronous online education initiatives serving students throughout Africa. These programs address an important challenge many African nations face:

• Large populations of qualified students
• Limited university classroom capacity
• Strong governmental interest in expanding educational access through online learning

The Opportunity

Rather than bringing students to the United States, Miami-Dade County Public Schools could offer online instruction to international students while they remain in their home countries. Because instruction is delivered online, participation would not require additional classroom seats or school facilities.

Recommendation

Upon election, the School Board should direct the Superintendent to establish an exploratory task force to evaluate the feasibility, legal requirements, academic framework, financial model, and potential international partnerships necessary to implement the Miami-Dade Global Virtual Learning Initiative. This task force should provide findings and recommendations to the School Board before any pilot program is launched.
